CUET-UG in a hybrid mode can benefit students: UGC Chairman Mamidala Jagadesh Kumar

UGC Chairman on CUET-UG: The UGC Chairman highlighted that NTA, akin to last year, will disclose test cities a week before the exam date. With CUET-UG transitioning to hybrid mode, more centers will be available in urban areas, facilitating accessibility.

Mamidala Jagadesh Kumar, the UGC Chairman, emphasized the advantages of hybrid mode for CUET (UG), especially for rural students. He stated that the hybrid approach aims to expand test centers nationwide, enabling rural candidates to participate conveniently. This move fosters inclusivity, ensuring geographical limitations don't impede rural students' educational pursuits.

Furthermore, the hybrid mode acknowledges the necessity of accommodating diverse testing environments. Kumar emphasized NTA's plan to announce test cities a week prior to the exam, facilitating students' choice of centers. Admit cards will be available for download shortly before the test for security purposes.

Kumar elaborated on measures to alleviate exam stress, including scheduling breaks between exams and reducing the number of papers from 10 to a maximum of 6. This decision was based on data showing a minimal number of students opting for ten papers previously.

The flexibility in paper combinations, such as domain papers, language papers, and general test papers, enables efficient scheduling over fewer days, benefiting students.

Maintaining a moderate difficulty level in CUET-UG aims to diminish reliance on coaching centers. Kumar stressed that reasonable difficulty fosters students' self-efficacy and intrinsic motivation, reducing their dependence on external assistance.

To prevent cheating, stringent measures are implemented at test centers, including identity verification, monitoring arrangements, and analysis of answer patterns for irregularities.

In summary, Kumar emphasized CUET-UG's commitment to fairness, accessibility, and integrity, ensuring equal opportunities for all aspiring students.

Additionally, it notes that a significant portion of Maratha families fall below the poverty line, with 21.22% holding yellow ration cards, exceeding the state average of 17.4%.

Eligibility based on progress The government's survey conducted earlier this year also revealed that 84% of Maratha families do not fall under the progress category, making them eligible for reservation benefits as per the Indra Sawhney case.

Commitment to upholding existing reservation structure Last week, Chief Minister Shinde reiterated his government's commitment to granting reservations to the Maratha community without altering the existing reservation quotas for other communities.

Intra-government dispute over reservation categories However, divisions have emerged within the Maharashtra government regarding the categorisation of the Maratha reservation, particularly concerning its inclusion under the OBC (Other Backward Classes) category. Senior leader Chhagan Bhujbal has voiced opposition to guaranteeing reservations under the Kumbi category.

Legal battles surrounding Maratha reservation The move to secure reservations for the Maratha community comes in the wake of legal battles. In 2021, the Supreme Court of India invalidated reservations for Marathas in college admissions and employment in Maharashtra. The court cited a lack of exceptional circumstances to justify breaching the 50% cap on overall reservations. Despite the rejection of a review plea, the state government pursued a curative petition in its quest to uphold Maratha reservations.

In Big Govt Drive, Bihar Terminates 22 Lakh 'Absent Students' From Schools, 1.5 Lakh Were Up For Boa

Around 22 lakh students have had their names removed from Bihar's state schools, and shockingly, approximately 1.5 lakh of them were set to participate in upcoming board exams. This drastic step was taken by Bihar's Education Department under the guidance of Additional Chief Secretary KK Pathak, with the aim of identifying and excluding students who were consistently absent from school.

The Bihar Education Department is alarmed by the frequent absenteeism of students. Surprisingly, out of the students whose names have been removed from school records, about 1.5 lakh were originally scheduled to appear in board exams next year. This has raised concerns about how these students will be able to take their board exams.

Over the last four months, government schools in Bihar have undergone inspections as per the Bihar Education Department's directives. Initially, schools were instructed to cancel the registration of students absent for 30 days, which was later reduced to 15 days. Ultimately, schools were told to remove the names of students who were absent for three consecutive days without notifying school authorities. It was revealed during the investigation that even though these students were marked present in the attendance book, they were not actually attending school.

Reports suggest that more than 70,000 schools in 38 districts of Bihar have removed the names of 22 lakh students across classes 1 to 12 from their attendance records. This includes 2,66,564 students from classes 9 to 12 who have been excluded. These students have been barred from participating in upcoming matriculation and intermediate exams by the Bihar School Examination Board.

Before the removal of students' names, the Education Department's order mandates schools to assess a student's attendance, specifically if it has fallen below 50 percent, and to notify students and their parents if a student is absent for three consecutive days. Even after this, if students continue to miss school for 15 days, their enrollment can be canceled. An anonymous Education Department official revealed that many students enroll in both government and private schools, which has led to these actions. As a consequence of having their names removed, these students will no longer receive benefits like uniforms, scholarships, or bicycles.

This initiative by the Education Department seeks to ensure the efficient utilization of government resources and provide benefits exclusively to deserving students. It also aims to streamline the mid-day meal program and prevent schools from falsely inflating student attendance during meal times.

The extended absences of students are attributed to parents or guardians employing them in fields or family businesses. The government's intention is to have dedicated students in schools, focusing on their development and availing government benefits and scholarships.

Nevertheless, this decision has had a significant impact on schools throughout Bihar, with many questioning the government's approach, particularly the abrupt removal of students' names without prior notice. Teachers and students argue that a more flexible approach is required, considering that unexpected circumstances can result in students being absent for three days.

NCERT Panel’s Proposal To Rename India As Bharat Sparks outrage Among Opposition Parties

The use of 'President of Bharat' in a formal invitation from Rashtrapati Bhavan to the G20 member leaders and delegates for a special dinner sparked a contentious political debate.

New Delhi: The Opposition strongly opposed the NCERT panel's proposal to replace 'India' with 'Bharat' in school textbooks. Many leaders from various political parties expressed their vigorous disagreement with this suggestion. Priyanka Chaturvedi, a leader and Member of Parliament from Shiv Sena (UBT), referred to the idea as a 'political decision' and lamented, 'It is unfortunate that they are creating a division between India and Bharat. Dr. BR Ambedkar himself incorporated the words 'India that is Bharat' into our Constitution. Future generations will not forgive the Centre for this discrimination. To us, India is synonymous with Bharat and Hindustan. If the BJP has any sense of national pride, they should refrain from changing 'India' to 'Bharat.'

She further stated, 'The BJP continuously criticizes the INDIA (grand Opposition) alliance. They should criticize us based on the issues we raise and the statements we make, rather than engaging in opportunistic politics regarding the country's name.'

Bratya Basu, West Bengal Education Minister and Trinamool Congress leader, also criticized the Centre's stance on the NCERT panel's proposal, saying, 'This is a ludicrous suggestion. It's evident that the BJP-led central government is averse to the term INDIA. This decision is strange and sets a poor example, indicating their fear of INDIA and Mamata Banerjee.'

Karnataka Deputy Chief Minister DK Shivakumar also expressed his disapproval of the Centre's position on the NCERT panel's recommendation, stating, 'Why are we still using Reserve Bank of India, Indian Administrative Service, and Indian Foreign Service? Our passports still bear the words 'Republic of India.' There is something fundamentally flawed with this government. They are unnecessarily confusing the citizens. Their stance on this issue is against the people, India, and Bharat. It's evident that the NDA government forced the NCERT panel into this decision. It's entirely inappropriate... you can't alter the country's history. The Karnataka government will not make such alterations to textbooks.'

The use of 'President of Bharat' in an official invitation from Rashtrapati Bhavan to G20 member leaders and delegates for a special dinner previously triggered a heated political dispute and raised suspicions that the Centre was planning to propose renaming 'India' as 'Bharat' in Parliament.

'Too premature to comment': NCERT on reports of 'Bharat' replacing India in textbooks

The National Council of Educational Research and Training (NCERT) issued a statement today in response to recent media reports regarding the proposed change of the name "India" to "Bharat" in all NCERT textbooks.

In the statement, the NCERT emphasised that the development of a new syllabus and textbooks is an ongoing process. To ensure that any changes made are comprehensive and well-informed, the organisation has initiated consultations with various Curricular Area Groups comprising domain experts.

NCERT officials have emphasised that it is too premature to comment on the news being circulated in the media on the proposed name change issue. They have assured the public that any decisions regarding the inclusion of "Bharat" as an alternative name for India in educational materials will be made after thorough deliberation and consultation with experts.

What was the matter?
On October 25, a high-level committee for social sciences, constituted by the National Council of Educational Research and Training (NCERT), recommended significant revisions to the school curriculum. One of the key recommendations was replacing the name "India" with "Bharat" in all school textbooks. The committee, chaired by C I Isaac, also proposed the inclusion of classical history and the Indian Knowledge System in the syllabus for all subjects, highlighting 'Hindu Victories' in various battles within textbooks, as reported by the news agency, ANI.

NCERT is committed to providing accurate and balanced information in its textbooks and will take all necessary steps to ensure that any changes made align with the principles of inclusivity, historical accuracy, and expert consensus. Further updates on this matter are expected as the process unfolds.

Will Tamil Nadu Abolish NEET? DMK Begins Anit-NEET Signature Campaign

In response to a tragic event involving the unfortunate deaths of a father and son, Tamil Nadu's Chief Minister, Mr. Stalin, has made a solemn promise to do away with the National Eligibility Cum Entrance Test (NEET).

On a recent Saturday, the ruling party in Tamil Nadu, the DMK (Dravida Munnetra Kazhagam), launched a comprehensive statewide campaign against the NEET. This initiative underscores the party's firm opposition to the NEET examination and their demand for its prohibition.

The campaign was supported by various wings of the DMK, including the Youth Wing, Student Wing, and Medical Wing. Even Tamil Nadu's Youth Welfare and Sports Development Minister, Udayanidhi Stalin, endorsed this movement by adding his signature in Chennai.

So, why is the DMK so determined to oppose the NEET? Before the introduction of the NEET, admissions to medical colleges in Tamil Nadu were based on students' performance in their Class 12th examinations. However, with the mandatory implementation of the NEET for all medical education institutions across the nation, candidates are now required to pass this pre-medical entrance exam to pursue medical and paramedical courses.

Tamil Nadu's Chief Minister and DMK leader, MK Stalin, has been openly expressing his disapproval of the NEET exam for several months. He claims that the Bharatiya Janata Party has turned the exam into a political matter. The DMK's position against the NEET is rooted in their belief that it undermines social justice and primarily benefits urban students and those who have access to coaching centers.

Stalin, on August 14 of this year, made a commitment to eliminate the NEET after a heartbreaking incident where a student took their own life following their failure to clear the NEET exam. Tragically, the student's father was later found deceased in his Chennai residence, reportedly having also taken his own life due to the loss of his son. In addition to seeking the abolition of the NEET, Stalin has called for the transfer of education from the concurrent list to the state list.

All undergraduate medical admissions after September 30 are invalid, says National Medical Commissio

The National Medical Commission has instructed all central and state authorities to ensure that students admitted through the NEET UG MBBS Counselling process after September 30 are released. Any admissions granted after this date will be considered null and void.

The National Medical Council has issued an important notice regarding the counseling timetable for undergraduate medical courses. As per the notice, all concerned parties, including central authorities, state authorities, and medical colleges, have been directed to strictly follow the counseling schedule established by the National Medical Commission (NMC) for the academic session 2023-24 in UG MBBS programs.

Furthermore, the commission has urged central and state authorities to release students who were admitted through the NEET UG MBBS Counselling process after September 30. The commission has made it clear that any admissions made after September 30 will not be recognized.

The official notice states, "Any counseling conducted by state and central authorities beyond the specified schedule will be considered invalid. Students admitted through such counseling will be released immediately."

This decision was made by the NMC because they discovered that UG MBBS counseling, whether conducted online or offline, was being carried out in states such as Bihar, Maharashtra, and West Bengal after the NEET UG 2023 counseling deadline of September 30, which the council had set.

The deadline for admission to various undergraduate programs was announced on July 27. When announcing the deadline, the commission emphasized that any admissions or counseling conducted after the deadline would be in violation of the notice and a Supreme Court order.

Delhi High Court's Big Ruling: Aadhaar Not Mandatory For Admissions In Private Schools

The Delhi High Court, led by Chief Justice Satish Chandra Sharma, has rejected an appeal filed by the Delhi government against the temporary order of a single-judge bench. The court emphasized that the requirement for a child's Aadhaar card for admission to a private unaided recognized school under the economically weaker section (EWS), disadvantaged group (DG), and children with special needs (CWSN) categories appears to conflict with constitutional privacy provisions.

"The demand for sensitive personal information of a child, as highlighted in the K S Puttaswamy case by the Supreme Court, has the potential to infringe upon their right to privacy under Article 21 of the Indian Constitution," the bench, including Justice Sanjeev Narula, stated in a recent order.

The court noted that the Supreme Court has already declared that making Aadhaar submission compulsory would violate fundamental rights protected by Article 21 and cannot be constitutionally justified.

"In summary, it is sufficient to state that the challenged circulars seem to be in conflict with constitutional provisions, and their impact has been correctly stayed by the learned single judge," the court concluded.

The single judge's order was issued in response to a petition filed by a man who claimed that his five-year-old child couldn't participate in the computerized lottery scheme for school seat allocation for the 2023 academic year due to the lack of an Aadhaar card.

The Delhi government had, through circulars issued on July 12, 2022, and February 2, 2023, made it mandatory to furnish an Aadhaar card or number for admission to private unaided recognized schools in the national capital under the EWS, DG, and CWSN categories.

The court pointed out that the single judge has not yet made a final decision on the petition, and the appeal has no merit. It was "dismissed, along with other pending applications," the court ruled.

In an appeal against the single judge's order from July 27, the Delhi government's standing counsel, Santosh Kumar Tripathi, argued that the judge failed to fully grasp the intent and goals behind the circulars.

He contended that the requirement for an Aadhaar card served a practical purpose, aiming to eliminate duplicate applications and modernize the admission process for the EWS and DG categories in private, unaided, recognized schools. Additionally, he argued that mandating an Aadhaar card did not violate a child's right to free and compulsory education. Instead, it served as protection against fraudulent applications and admissions based on false identities.

The government counsel also assured that the authorities had no intention of compromising the candidates' privacy or security.

NEET-PG, 2023 cut-off reduced to ‘zero’ percentile

The Federation of All India Medical Association has strongly criticized the recent decision made by the Health Ministry. They have labeled this move as 'shocking' and have expressed their disapproval.

In a significant development, the Health Ministry has instructed the National Medical Commission (NMC) to eliminate the qualifying percentile for the National Eligibility cum Entrance Test (NEET)-Post Graduate (PG) 2023, reducing it to 'zero' for all categories. This decision has come as a great relief to aspiring postgraduate medical students this year. It also allows medical aspirants who now meet the revised percentile criteria to edit their choices.

Previously, the NEET PG Cut-Off percentile was set at 50 for students in the general/unreserved category, 45 for persons with disabilities (PwD), and 40 for students in other reserved categories.

In a letter, the Health Ministry stated that they have considered the recommendation to lower the qualifying percentile for postgraduate courses in 2023 (NEET PG 2023), and the competent authority has approved the reduction to 'Zero' for all categories.

Dr. Harish Gupta, a member of the Delhi Medical Council, explained that this decision aims to fill all clinical and non-clinical seats. The goal is to avoid leaving any seats vacant, unlike in previous years. He emphasized that all postgraduate seats will be allocated following NEET-PG counseling norms, with no compromise on the quality of medical education.

The Indian Medical Association had previously written to the Health Ministry, requesting a reduction in the cut-off marks for the NEET PG 2023 exam. They argued that this would enable more aspiring doctors to enroll in postgraduate programs at various medical colleges across the country and prevent any postgraduate seats from going unfilled. In their letter to the Ministry, they suggested reducing the NEET PG 2023 cut-off percentile by up to 30%.

However, this decision has faced criticism from the Federation of All India Medical Association, who took to Twitter to express their shock. They commented, "It's ridiculous to see zero percentile candidates eligible for postgraduate seats. This undermines the quality of medical education and the healthcare system in India."

Dr. Anant Bhan, a researcher in global health, health policy, and bioethics, also raised concerns about the decision. He found it surprising and questioned its impact on the quality of PG medical education. He emphasized the importance of providing a rationale for such policy decisions to avoid them being seen as favoring certain stakeholders, such as private medical colleges.

Echoing these concerns, RTI activist Dr. K.V. Babu suggested that the government may be attempting to fill all the seats in private medical colleges with this decision."

Lok Sabha passes historic women’s reservation Bill

In a significant development, the Opposition has expressed its desire for the Bill to be disconnected from the delimitation process and also called for a sub-quota within the quota for Other Backward Classes (OBCs). The Home Minister has given assurances to address any deficiencies in the legislation.

After a staggering twenty-seven years since the initial introduction of the women's reservation Bill in Parliament, the Lok Sabha passed a Bill on September 20, with almost unanimous support, to amend the Constitution and provide one-third reservation for women in the Lok Sabha and State Assemblies.

The next step for this Bill is its consideration by the Rajya Sabha during the remaining two days of the Special Session of Parliament, and it may require approval from half of the States.

Prime Minister Narendra Modi hailed this development as a "historic legislation" that would enhance the participation of women in the political arena. He expressed his gratitude to Lok Sabha members on X (formerly known as Twitter).

With an overwhelming 454 members of the Lok Sabha supporting the Constitution (One Hundred and Twenty Eighth) Bill 2023, the requirement for a "two-thirds majority of the members present and voting" was easily met. Remarkably, only two members, namely Asaduddin Owaisi and Syed Imtiyaz Jaleel from the All India Majlis-E-Ittehadul Muslimeen, opposed the Bill.

During the voting process, which had the presence of Mr. Modi, it took nearly two hours as members cast their votes manually using paper slips.

During the eight-hour long debate, members from both the Treasury and Opposition benches, led by the Congress, engaged in a fierce battle over who should take credit for this landmark Bill. There was also a debate regarding the need for a separate quota for women belonging to Other Backward Classes (OBCs).

Home Minister Amit Shah assured the House that the government would address any shortcomings in the future and stated, "Support the Bill, and reservation will be guaranteed."

The Congress made a notable shift from its 2010 position, with leader Sonia Gandhi leading the call for a separate sub-quota for OBCs following a caste census. She also emphasized that there was no need to delay the Bill's implementation by linking it to a frozen delimitation exercise until 2026. She stated, "It is the Congress's demand to implement the Bill immediately. Alongside that, provisions should be made for reservation for SC, ST, and OBC women."

In response to the demand for a separate OBC quota, the Home Minister strongly countered by highlighting the BJP's OBC representation, both in terms of lawmakers and the Prime Minister himself, who hails from the OBC community.

Mr. Shah provided detailed statistics, revealing that 85 BJP MPs, constituting 29% of its total, were OBCs. He also pointed out that 29 Ministers in the government came from backward communities.

The Home Minister also explained that the decision to implement reservation after delimitation was to ensure that a quasi-judicial body like the Delimitation Commission could decide, following public consultation, which seats should be reserved. He raised the question of whether it would be prudent to have "political reservation" if seats like Rahul Gandhi's Wayanad or Asaduddin Owaisi's Hyderabad were reserved.

Law Minister Arjun Ram Meghwal argued that providing immediate reservation was against the provisions of the Constitution and could be challenged in court. He asserted, "We will not allow the Bill to get stuck in some technicality."

In the Lok Sabha debate, which lasted nearly eight hours and involved 60 members, including 27 women MPs, the voting process was lengthy. Electronic voting was not possible because some political parties had not yet informed the Lok Sabha secretariat about the division number or the specific seats they would allocate to individual members.

Three soldiers and the 109-hour war to capture Nizam’s Dominion on September 17, 1948

Archival records from The Hindu, gallantry citations, and records at the National Archives reveal the unfolding of the military operation known as 'Operation Polo.' Havaldar Bachittar Singh, Havaldar Amar Singh, and Naik Narbahadur Thapa emerged as true heroes during the 109-hour conflict that led to the annexation of Hyderabad on September 17, 1948.

While the names of the Generals who led the Indian forces and the Hyderabad forces are widely recognized, the valiant soldiers who displayed remarkable bravery have largely remained in the shadows. One key reason for this is that the conflict was not officially classified as a war. Interestingly, all three of these soldiers were honored with awards typically bestowed during peacetime — namely, the Ashoka Chakra, awarded in Grades 1, 2, and 3.

Among the first casualties in the battle was Havaldar Bachittar Singh of the 2nd Sikh Regiment, who was struck down while attempting to capture a gun post. Naldurg in present-day Maharashtra played a pivotal role in the attack from the western front. As he moved towards a protected position held by Hyderabad forces in Naldurg, he sustained a gunshot wound from a Light Machine Gun (LMG) when he was just 30 meters away.

"Despite his severe injuries, he courageously crawled forward and hurled two grenades at the LMG post, effectively silencing it. Havaldar Bachittar Singh, even in his mortally wounded state, steadfastly refused assistance with dressing his wounds," states the citation for the first Ashoka Chakra awardee. In the days following this courageous act, Lt. Gen. Rajendra Sinhji, G.O.C.-in-Chief of the Southern Command and the overall commander of Indian forces, provided an assessment of the event.

"The initial resistance from the Razakars occurred at Naldurg, located 23 miles from Sholapur. They later made several futile attempts to halt the advance of our armored columns," the general informed journalists in Secunderabad.

Simultaneously, on the southern front, Naik Narbahadur Thapa demonstrated his valor. His platoon found itself pinned down on the left bank of the Tungabhadra river, subjected to sniper fire and automatic gunfire. In response, his Section, consisting of 10 soldiers, delivered covering fire. With the enemy unable to raise their heads above the gun nest to take aim, Narbahadur Thapa sprinted approximately 100 meters and, armed with his khukri, subdued the Bren gun crew.

"Through this exceptionally brave effort, he enabled his platoon to advance and secure the vital bridge," reads his Ashoka Chakra gallantry citation. Both Ashoka Chakra Class I awards, which are equivalent to the peacetime Param Vir Chakra, were among the first honors conferred shortly after India's Independence.

The following day, the PIB (Press Information Bureau) briefed the nation: "Bridgeheads at Kurnool and Tungabhadra railway stations have been consolidated, and patrolling carried out by our troops. At Hospet, our troops faced two counter-attacks by the regular forces of the Hyderabad Army, but both were repelled, and the area was cleared."

The bridges spanning the Krishna and Godavari rivers and their tributaries were crucial to the Indian Army's rapid movement as they swiftly covered a vast expanse of 2,14,187 square kilometers within a mere 109 hours. However, luck played its part, as evidenced by the capture of British mercenary Lieutenant T.T. Moore with a jeep loaded with dynamite en route to Naldurg on the western front.

"He had been dispatched in great haste by the Hyderabad Army Headquarters with orders to destroy the Naldurg and other bridges. He had been informed that the Indian Army's advance was scheduled for September 15. If the Indian Army had arrived on the 15th rather than the 13th, they would have encountered all the critical bridges blown up," recounts V.P. Menon, underscoring the pivotal role played by Bachittar Singh in the Indian Army's march.

One of the most dramatic bridge captures was executed by Havaldar Amar Singh of the Punjab Regiment. While suicide missions were unfamiliar territory, Amar Singh volunteered for one when asked to seize the 300-meter bridge over the River Penganga near Ballarshah. He was among the 18 soldiers concealed within a sandbagged goods wagon known as a flat or platform, which was pushed by a railway engine.

"The flat was propelled forward at high speed, and as soon as it reached the final span, the brakes were applied. Amar Singh, spotting the sentry poised to blow up the bridge, leaped out and eliminated him. He then single-handedly neutralized the Light Machine Gun (LMG) post, which was firing at the supporting troops," states the citation for the soldier who was subsequently honored with Ashoka Chakra Class II, now recognized as the Kirti Chakra.

A mockery of pedagogic ethics, the breaking of a bond

In India, it appears that the essential connection between teachers and children has been overlooked, as separate days are assigned for them. This oversight neglects the fact that a strong bond between teachers and students is vital for quality education.

Consider a scenario where a teacher instructs her seven-year-old student's classmates to slap him one by one, progressively harder. One can't help but wonder about the teacher's training and who appointed her to this role. The teacher in question is an educational entrepreneur, a common occurrence in India, who runs her own private school in a village in Uttar Pradesh. Like many similar schools, it is government-recognized, although it was temporarily shut down due to a disturbing incident.

Teacher training in India has faced numerous challenges since the 1990s, with a proliferation of small-time entrepreneurs. The regulatory framework provided by the National Council for Teacher Education (NCTE) has struggled to enforce its norms effectively. In 2008, a commission led by the late Justice J.S. Verma was appointed to address teacher training issues, but despite its efforts, the quality of teacher training remains a concern.

The recent verdict by the Supreme Court in a case related to teacher training at the primary level further highlights these issues. The Court pointed out that the NCTE had not adequately considered the qualifications of Bachelor of Education (BEd) degree holders to teach at the primary level, traditionally associated with secondary education.

What adds poignancy to the story in Muzaffarnagar, Uttar Pradesh, where a teacher encouraged students to slap a fellow student, is that the victim was a Muslim child. Some rural leaders, including well-known farmer leaders, have advised the boy's parents not to pursue the case, fearing that it could disrupt communal relations in the district, which had witnessed riots in the past.

This incident underscores the lack of professional conduct among many teachers in India. Decades ago, the Teacher Commission report chaired by D.P. Chattopadhyaya attempted to define appropriate professional conduct for teachers, emphasizing thoughtfulness and ethical behavior. However, these recommendations have largely been ignored, as the education system increasingly values efficiency over reflection and introspection.

The role of teachers in India has been marginalized over the years, with contractual and ad hoc appointments becoming common, and market forces determining salaries. While enrollment has increased, working conditions have not improved. Privatization has also led to the proliferation of low-budget private schools, often at the expense of smaller government schools.

The incident in Muzaffarnagar serves as a reminder of the importance of upholding human rights, minority rights, and child rights. However, the absence of a unified community of school teachers in India means that their collective voice remains unheard. On Teachers' Day (celebrated on September 5), it is crucial to recognize that weakening the voice of school teachers, both individually and collectively, does not benefit the nation.

Dr. Sarvepalli Radhakrishnan's birthday, which is celebrated as Teachers' Day, should remind us that the bond between teachers and children is indispensable for meaningful education. Dr. Radhakrishnan, a former President of India, taught during a time when teachers had more freedom, and they emerged from training colleges with a genuine concern for children's welfare. Today, many teachers still possess this commitment, and they feel disheartened when incidents like the one in Muzaffarnagar occur.

In response to the incident, the school in Muzaffarnagar has been closed down by the administrative authorities. The teacher, who also served as the school head, violated ethical principles of pedagogy. The child who endured her actions will carry the scars of this traumatic experience. It is a stark reminder that when the bond between teachers and students is broken, meaningful education becomes impossible. Unfortunately, the Muzaffarnagar teacher does not appear remorseful for her actions, ignoring the advancements in child psychology and the calls for kindness towards children by luminaries like Rabindranath Tagore and Gijubhai Badheka, who advocated an Indian version of the Montessorian approach.

IMA asks Centre to reduce cut-off marks for NEET-PG 2023

We kindly request you to consider lowering the NEET PG 2023 cut-off percentile by up to 30%, ensuring maximum seat occupancy in both clinical and non-clinical disciplines," stated the letter.

The Indian Medical Association (IMA) has reached out to Union Health Minister Mansukh Mandaviya, urging a revision of the cut-off marks for the National Eligibility cum Entrance Test (NEET)-Post Graduate (PG) 2023 examination. They believe that this adjustment would allow a substantial number of aspiring doctors to pursue postgraduate programs in various medical colleges across the nation, preventing any postgraduate seats from remaining unfilled.

Due to the existing high cut-off scores, prospective medical students are not only being barred from entering postgraduate programs but are also compelled to seek education overseas to chase their aspirations. This, in turn, is depleting the pool of medical professionals in India. The association emphasized the urgency of addressing this issue, urging the relevant authorities to take swift action and contribute to the growth of specialist doctors within the country.

The letter explicitly stated, "We urge you to consider reducing the NEET PG 2023 cut-off percentile by up to 30%, ensuring maximum seat occupancy in both clinical and non-clinical branches."

For the NEET-PG 2023 examination, the cut-off percentiles are as follows:

General/Economically Weaker Section (EWS) category: 50
General People with Disabilities (PwD): 45
Scheduled Caste (SC)/Scheduled Tribe (ST)/Other Backward Classes (OBC), including PwBD of SC/ST/OBC: 40
These percentiles represent the minimum scores required for aspirants to be eligible for admission to a postgraduate program.

No filter: On Section 6A of Delhi Special Police Establishment Act

In a significant development, a Constitution Bench of the Supreme Court has declared that its 2014 decision, which invalidated Section 6A of the Delhi Special Police Establishment Act – the law governing the CBI – will apply retrospectively from the date of its introduction in 2003. Section 6A mandated that any corruption investigation involving officials of the rank of Joint Secretary and higher could only commence after obtaining approval from the Central government. This provision aimed to reinstate the 'Single Directive' of the Centre, a set of instructions to guide the CBI in conducting inquiries. Back in the landmark Vineet Narain case of 1997, the apex court had struck down this directive, asserting that administrative instructions shouldn't obstruct a statutory investigation. Nonetheless, Section 6A was introduced six years later to reinstate the prior approval requirement. However, in 2014, the Court struck down Section 6A, arguing that it violated the principle of equality by offering protection only to a specific group of public servants and not to everyone.

The recent judgment dismisses the claims of individuals under investigation who argued for the protection of Section 6A, as their alleged offenses occurred before the 2014 ruling when the provision was in effect. The Court has reaffirmed the stance that post-Constitution laws cannot contradict the Constitution, and when a court declares them as such, the invalidation applies retroactively.

It's important to note that this judgment has limited relevance now, as it only affects allegations dating from 2003 to 2014. The current legal landscape is different. In 2018, when the Prevention of Corruption Act underwent amendments, Section 17A was introduced, making the government's prior approval mandatory before initiating any inquiry into decisions or recommendations made by a public servant. This preliminary filter was established even though sanction is still required for prosecuting a public servant when the trial court takes cognizance of the charges. It's worth mentioning that a prior approval requirement for launching an anti-corruption probe is not inherently favorable. In its 2014 judgment, the Court noted that such provisions undermine the goals of anti-corruption laws, hinder the revelation of truth, and sometimes alert implicated officials as soon as allegations surface. While safeguards may be necessary to weed out baseless inquiries into the actions of public servants making crucial and bona fide decisions, it's equally important that these provisions do not become a shield for the unscrupulous.

The physics of friction, the ‘necessary evil’ that bedevils daily life

Why doesn't a car just keep moving after being pushed? This would spare us the concern of fluctuating fuel prices.

A classic game of carrom has truly endured the test of time. When you set up a carrom board, it tends to attract people who engage in finger gymnastics while playing. Interestingly, the game usually begins with an underrated ritual: a sprinkle of a magical powder spread across the board. Somehow, this powder revives the sluggish coins, allowing them to glide effortlessly with just a gentle nudge.

But what exactly does that pinch of powder accomplish?

Addressing Friction
Friction is an almost imperceptible force that hinders motion in our everyday lives. Sir Isaac Newton elucidated long ago that an object in motion tends to stay in motion unless acted upon by an external force. So why doesn't a car keep moving effortlessly once it's given a push? This would mean we could travel from place to place without worrying about the rising or falling fuel prices.

The culprit here is friction. Even if we strive to make roads as smooth as possible, there will always be some level of friction that impedes a car's progress. The invisible air also creates resistance for airplanes and birds. Even for rockets, the phase of overcoming Earth's atmosphere poses a challenge due to air friction, generating substantial heat—similar to the heat produced when you rub your hands together on a chilly day. In the vacuum of outer space, where there's no air, spacecraft glide more smoothly, often covering vast distances with a single push.

But where does this vexing friction originate?

Any surface, be it a carrom board or your desk, may seem perfectly smooth and flat at first glance, but that's not entirely true. In reality, there is no perfectly uniform surface in the universe. If you examine any surface closely enough, you'll discern minuscule irregularities—tiny protrusions, some resembling bumps and others dips, akin to a camel's back.

Both the carrom board's surface and the carrom coins themselves exhibit these microscopic imperfections. When a coin attempts to move on the board, these tiny bumps and dips on both surfaces collide, causing the coin to decelerate. This is friction at work. Additionally, friction can arise if both surfaces have substances, like oily dirt, that promote adhesion. In essence, friction results from the interactions and forces between two surfaces.

Visualize the carrom coin as a car traversing a road. If the road is smooth, the car moves with ease. However, if there are bumps and unevenness, the tires struggle to advance, slowing down the vehicle. The rougher the surface, the greater the friction.

Much like repairing a damaged road involves filling potholes, that pinch of fine powder fills in all the imperceptible crevices on your carrom board, enabling the coins to glide smoothly.

Dosa Pan and Air Tracks
You might be wondering: can't we eliminate all friction altogether? Remarkably, people have discovered ways to achieve this. You've probably practiced one of the simplest methods at home for a long time. When making dosa or besan chilla, you may have sprinkled water onto the hot pan before or after cooking. The water droplets move effortlessly on the pan, seemingly devoid of friction. This technique is often used to check the pan's temperature. But why don't the water droplets stick to the pan?

The explanation lies in the fact that when the water droplets contact the hot surface, a thin layer of steam forms beneath them. Consequently, the water droplets essentially float on the pan's surface. With no physical contact between the surfaces, there is minimal friction, allowing the droplets to glide freely.

In one of the initial physics courses at IIT Kanpur, where I teach, new students engage in experiments to confirm Newton's laws, including the one mentioned earlier. However, Newton's laws are valid only when friction is absent. Thus, to demonstrate these laws, we must eliminate friction from objects' motion.

One ingenious method is conducting experiments in which an object moves on an air track. By continuously blowing air from within the rails using powerful air blowers, lighter objects can "float" above the track, moving as if friction doesn't exist. Consequently, students can empirically test Newton's laws.

In fact, superfast trains employing magnetic levitation principles operate in a similar manner. These trains float above the tracks due to a strong magnetic field, drastically reducing friction and enabling high-speed travel.

The Challenge with Electrons
Just as cars struggle on rough roads, electrons encounter difficulty passing through materials like copper wires. This is why we pay electricity bills—to maintain a continuous voltage across the wires, facilitating the flow of electrons to our homes.

What impedes the movement of electrons within a material? Similar to roads with potholes, nearly all materials around us contain impurities. For instance, any copper wire will contain trace amounts of other metals like zinc or aluminum. These metal atoms introduce "friction" for electrons, causing them to slow down as they traverse the wire. Consequently, eliminating this friction would allow the wire to conduct a higher current without requiring additional voltage.

You might be tempted to think that by removing all impurities from a material, you could avoid paying electric bills. Unfortunately, this isn't feasible. While Newton's laws suffice to explain how carrom coins move on a board or cars travel on a road, they fall short when it comes to electrons.

Here, the laws of quantum mechanics come into play. A meticulous examination of quantum mechanics and its applications to materials reveals an alternative approach to eliminating electron friction—leveraging a phenomenon known as superconductivity. If you're intrigued by superconductors and their captivating properties, it might be worthwhile to consider enrolling in a physics course.

So the next time you grumble about rising petrol costs, remember that you're not alone. The real adversary is friction—a challenge faced by cars, carrom coins, and even electrons.
